The Finance Care Service provides a pro-active daily money management and financial advocacy support service for those who do not have capacity to cope and/or the vulnerable.
The FCS supports Adults Service Users who lack capacity to manage their own finances, by protecting them from financial abuse, claiming benefit entitlements, negotiating with Creditors and supporting Service Users with how to spend their money in their best interests.
It is a National not-for-profit organisation and helps a wide range of Service Users including Adults with learning disabilities, Adults with mental health support needs and older Adults. It helps Adults in care/nursing homes, Adults in supported living accommodation and Adults in hospitals by providing daily money management.
The Department for Work and Pensions (DWP) Appointeeship Service includes:
- Liaising with Social Workers
- Opening an Appointeeship Bank Account
- Setting a Budgeting Plan
- Ensuring Welfare Benefits are claimed
- Paying bills and invoices
- Resolving accrued debt
- Ensuring funds are provided to the Adult as needed
- Supporting Carers and Support Staff
The financial requirements of each Adult represented are assessed by communicating with Social Workers, Care Providers, Local Authorities, Professionals and Family Members to resolve financial needs and desired outcomes.
The service is setup to ensure that each Appointeeship is monitored, pro-actively. That is to say, Appointeeships will not just be setup and then left. They will be reviewed regularly and strategies will be put in place to make the Adult’s life the best place it can be in light of their financial status. It is important that the FCS doesn’t just work as an Appointee, but also helps improve the lives of as many individuals as possible, including the Adult’s circle of care.
Additionally, a Shopper’s Card banking platform can be provided alongside the Appointeeship, or as a standalone service. Whereupon a prepaid debit card is provided to the carers/care providers/support workers allowing managed access to smaller sums of money for the Service User’s shopping and spends.
Referrals are made by Social Workers/Care Managers following the outcome of a Needs/Capacity Assessment. Referrals can be made online (in about 10 minutes via mobile, tablet, laptop or PC via website) or in paper form. There is a 6 hour setup time on new referrals and 24 hour turnaround time on filing BF56s with the DWP.
